GENERAL PURPOSE
当該ポジションは、担当するサブコンマネジメント全般に対するアカウンタビリティを有します。担当プロジェクトや関連実務に限定されず、調達のE2Eプロセスに対する責務を有します、具体的にはコスト削減、キャッシュフロー改善、キャピタル管理、サプライベース最適化、サプライヤー管理、品質/デリバリーサポート、調達ガバナンスとコンプライアンス、購買部門に期待されている付加価値の実現やサービスレベル向上など、日本における調達目標を達成するための任務を遂行します。
The Senior Operation Buyer is responsible for subcontract spend for Japan. Responsibilities include procurement end-to-end process, not limited only respective operation and projects, to deliver Japan procurement targets including year-over-year savings, cash improvement, capital management, supply base optimization, supplier management, quality / delivery support, procurement governance and compliance, and elevate service levels to meet or exceed expected procurement value-added.
JOB REQUIREMENTS

Drive year-over-year improvement in Subcon spend and working capital through ongoing transformation and standardization.
調達マネジャーやステークホルダーと協業し、サプライベースの最適化を含むサブコン戦略を策定し実行に移す。
Implement and execute subcon strategy including supply base optimization collaborating respective procurement managers and stakeholders.
サプライヤー・リレーションシップとパフォーマンス管理を含むサプライヤー・マネジメントを行い、担当サプライヤーとのビジネスレビューを実施する。
Supplier management including relationship and performance management, and organize business reviews with respective suppliers of responsibility.
契約と供給条件の維持と交渉。
Negotiation and maintenance of contracts and supply conditions.
サプライベースに関する市場情報などを分析し、ビジネス成長をサポートするための新規サプライヤーを発掘する。
Insights to supply base market intelligence & dynamics, scouting new suppliers to support the business growth.
調達プロセス全般における会社方針や法規制の遵守を確保するため、調達活動のガバナンスと管理に責任を持つ。
Be responsible for governance and control of procurement activities to ensure the compliance to company policies and local regulations for E2E process.
調達ニーズを明確化したうえで実績把握を行い、継続的に改善活動を進める内容を特定し実行に移す。
Clarify procurement needs and track procurement performance, in addition identify areas for continuous improvement and execute the improvement actions.
変化を促進し、積極的に変革をリードし、日本における調達トランスフォーメーションを推進する。
Be the change agent, lead changes proactively, drive the Procurement transformation in Japan.
EDUCATION AND EXPERIENCE
学士号以上か同程度の学力、もしくは十分な職務経験、MBAがあれば尚可。
Bachelor's degree, equivalent, or substantial working experience, MBA is a plus.
5-10年程度の調達経験、もしくはBEMS、電気産業、建設業界での職務経験。
5-10 years sourcing and/or procurement experience, or experience in BEMS / electric industry / engineering construction market.
多国籍企業、ゼネコン、サブコンとの実務経験があれば尚可。
Working experience with MNCs, General Constructors, Sub-contractors is a plus.
1級または2級施工管理技士の資格、もしくは同程度の知識があれば尚可。
Qualification of 1st or 2nd class construction managing engineers or equivalent knowledge is a plus.
プロジェクトマネジメントや購買カテゴリーマネジメント、エンジニアリングソーシングなどの経験があれば尚可。
Experience of PM, Procurement category management, or engineering sourcing is a plus.
コスト削減手法や調達関連ツールに精通していれば尚可。
Familiar with cost reduction methods and procurement tools is a plus.
調達に関する法律や財務の知識、契約関連の実務知識があれば尚可。
Working knowledge of the legal or financial aspects of procurement, and contracting laws is a plus.
SKILLS AND ABILITIES
日本語はネイティブレベルが必要、ビジネスレベルの英語ができればさらに望ましい。
