Capability Life Cycle Management (CLCM)

The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.

The Opportunity:

Working within the Engineering function of the CLCM, the Certification Lead is responsible to the Engineering Support Manager for the delivery the certification assurance program across the CLCM contract.

The Certification Lead will ensure all engineering activities are compliant with the approved Certification Basis related to the PBS and will be responsible for the Certification Management Plan to provide certification of sustainment activities, so they are complaint to policies and procedures.

The Certification Lead will be expected to take responsibility for engineering decisions within a complex regulatory framework whilst ensuring that safe operations are maintained at all times.

This role is based out of Garden Island, Sydney.
 

Responsibilities:

The key responsibilities of the role will include, but is not limited to:

  • Coordinate, manage and report on the Certification assurance program across sustainment activities in engineering and maintenance on the PBS.
  • Coordinate and manage Certification requirements compliant to Defence and Navy Policy and standards, Statutory and Classification Society rules and regulations.
  • Deliver trusted advice to the Principal Engineer on issues relating to the Certification Basis on PBS.
  • Make recommendations to the Principal Engineer on engineering decisions, including the assessment of Deviations and Waivers and the development of associated risk assessments, the identification and implementation of authorised changes to the Certification basis.
  • Liaise and work collaboratively with the Systems Safety Lead on safety and statutory matters related to Certification management.
  • Review engineering deliverables across the systems engineering life cycle in support of engineering changes, provide input and advice against compliance to requirements of the Certification basis.
  • Assist in the planning, coordinating and participate in witness points during Class society periodic surveys, including but not limited to Annual, Continuous Machinery and Continuous Hull.
  • Manage, track and report on Conditions of Class and Surveyor Observations on PBS with a view to provide mitigation or remediation action plans to resolve items in a planned and timely manner.

As the ideal candidate you will bring:

Essential:

  • Bachelor’s Degree in Engineering (in a relevant discipline).
  • Eligible to obtain SQEP Engineering Delegation Authority within an Authorised Engineering Organisation (AEO).
  • Minimum 15 years’ experience in undertaking and managing designs.
  • Minimum of 10 years’ experience in a Defence or related technical industry (CASG/Defence/Defence Industry experience).
  • Experience in taking responsibility for engineering decisions within a complex regulatory framework and ensuring that safe operations are maintained.
  • Hold, or be eligible for, membership of a recognised professional body and registration as Chartered Engineer.
  • Must be eligible for ITAR clearance of relevant ship systems.

Desirable:

  • Experience in Certification Management and/or Certification Basis for Maritime Assets.
  • Experience in managing requirements in DOORS.
  • Experience with Statutory and Classification Societies requirements and periodic surveys.

All candidates will be required to hold and maintain an active Baseline Defence Security Clearance. Only candidates holding a Baseline Clearance or above should apply.
