ABOUT THE TEAM
The Enterprise Strategy and Change Department enables the Reserve Bank of Australia to deliver on its Corporate Plan by coordinating enterprise strategic planning and portfolio management, delivering IT-enabled change, and embedding a continuous improvement capability.
As part of this department, the Enterprise Portfolio Management Office (EPMO) is a centralised function responsible for providing effective governance over the Bank’s strategic investment portfolio. Our objectives are to strengthen project management practices, provide assurance and oversight across the Bank’s portfolio and guide improved project governance and delivery. We support the evaluation, prioritisation, and ongoing monitoring of the Bank’s portfolio of projects and initiatives. We also provide advice and support to the Bank’s senior stakeholders and governance groups.
ABOUT THE ROLE
The Lead Enterprise Portfolio Specialist will report to the Manager – Portfolio Planning & Insights to support enterprise-wide portfolio planning and prioritisation and the ongoing management, governance and reporting on the Bank’s portfolio of projects and initiatives to senior stakeholders and governance groups.
As the Lead Enterprise Portfolio Specialist, you will:
Partner with senior leaders and work collaboratively with stakeholders across business units to shape and deliver enterprise portfolio planning, prioritisation and management aligned to the Bank’s longer-term direction.
Lead the evaluation, prioritisation and sequencing of the Bank’s enterprise projects and initiatives to achieve the Bank’s Corporate Plan and demonstrate the value of the EPMO in achieving organisational goals.
Facilitate enterprise planning and prioritisation workshops with senior leaders across the Bank.
Conduct structured analysis and research to generate insights, test hypotheses, and inform strategic decision-making.
Support and engage with executives, committees, and governance bodies through high-quality communication (verbal and written) and strategic narrative/ story-telling.
Lead the application and evolution of the Bank's portfolio prioritisation framework to support strategic decision making, ensuring it is fit for purpose and meets the ongoing needs of the Bank.
Provide timely assessment of portfolio performance, as well as early identification of and options for resolution of portfolio-level risks and issues impacting the portfolio.
Provide transparency and produce high quality portfolio analysis and timely reports including portfolio/ thematic insights and recommendations that support the Bank's decision makers and ensure portfolio governance reporting requirements are met to a high standard.
Provide accurate and timely information to enable strategic decisions on the Bank’s portfolio of work based on a clear understanding of cost, risk, resourcing, impacts and business benefits/ outcomes.
Contribute to the development of innovative enterprise solutions to complex organisational challenges that support the Bank’s long-term strategic direction.
Review and evaluate, including providing recommendations on, new Business Cases and Seed Funding/ Change Requests, ensuring quality submissions are made to the Investment Committee and support portfolio level decision making.
Help build a high-performing, values-led EPMO that drives clarity, alignment, and impact across the enterprise.
Support continuous improvement initiatives within the EPMO, working collaboratively to embed improvement practices and uplift capability.
Support Secretariat activities for the Investment Committee.
ABOUT YOU
You are a strategic thinker and collaborative problem solver with a passion for driving meaningful change. You bring:
Experience & Expertise
Minimum 8+ years’ experience in enterprise portfolio planning, prioritisation, management, governance and reporting in large, complex institutions.
Minimum 3 years in strategy / management consulting role at Manager level or equivalent (e.g. Big Four, Tier 1.5, MBB); strong consulting toolkit.
Experience in financial services or public sector environments (highly regarded).
Proven strategic portfolio analytical capabilities, with the ability to synthesise data, build models (e.g. financial, economic, strategic, decision-making, performance, process).
Experience in applying and evolving enterprise planning and prioritisation frameworks.
Experience in developing thematic/ strategic insights and recommendations for senior stakeholders and governance groups aligned with organisational objectives and review/ evaluate business cases.
Proven ability to translate strategy into actionable plans and measurable outcomes.
Experience in facilitating/ supporting executive-level engagements and delivery of organisation priorities with a focus on outcomes.
Excellent stakeholder engagement/ management and communication skills (verbal and written).
Knowledge of portfolio/ project management methodologies, frameworks, techniques and tools is highly desirable.
Experience with Data Analytics tools (e.g. PowerBI) and Work Management tools (e.g. JIRA) is highly desirable.
Skills & Capabilities
Proficient at synthesizing a variety of information and data into insights, options, and recommendations.
Excellent communication skills (verbal, written, and visual) with the ability to influence and engage across all levels.
Strong planning and prioritisation workshop design and facilitation skills.
Ability to work autonomously and collaboratively in a high-performing team.
Comfortable navigating ambiguity, learning and adapting quickly, and delivering results in a dynamic environment.
Understanding of financial services regulation, compliance, and institutional accountability (highly regarded).
Qualifications
Tertiary qualifications in Business, Finance, Economics, Engineering, or a related discipline.
Postgraduate qualifications, e.g. MBA (highly regarded).
Certifications in Human-Centred Design, Design Thinking, Agile, Lean Six Sigma, or Project/Program Management (e.g. PRINCE2, MSP, PMI) are highly desirable.
Certifications in related disciplines or Project/Program Management (e.g. PRINCE2, MSP, PMI) are advantageous but not mandatory.
