About the business

The RBA’s Banking Department (BK) provides a range of banking services to Australian Government departments, agencies, overseas central banks and official institutions (customers). These services broadly comprise two activities: managing the government’s core accounts and transactional banking. BK provide customers access to high-quality, cost-effective and secure systems to collect, pay and manage government funds. This, in turn, supports the Commonwealth to serve the Australian people.

BK comprises Service Delivery (operations), Product, Risk and Change Delivery functions. This role sits in the Change Delivery team and facilitates delivery activities for customer focused outcomes.

About you

We are seeking an experienced lead Scrum Master with:

About the role

We’re looking for an experienced Lead Scrum Master to lead a multi-disciplinary team focused on delivering customer outcomes and regulatory change. In this role you will drive agile delivery across multiple squads and champion a culture of continuous improvement. Key activities include:

  • Guide teams in applying agile principles, remove impediments, optimise delivery flow, and ensure alignment with business and customer objectives.

  • Coach leaders and team members on various aspects of scaled agile principles, facilitate key ceremonies, foster strong stakeholder relationships, and embed best‑practice agile ways of working. Your ability to influence, communicate effectively, and enable high‑performing teams will be essential to success.

Key Responsibilities

  • Lead and coach multiple agile squads, ensuring effective adoption of agile frameworks (Scrum, Kanban, SAFe, LeSS, etc.).

  • Facilitate key agile ceremonies (daily stand-ups, sprint reviews, retrospectives, planning sessions).

  • Support the Product Owner and Delivery Manager with backlog refinement, prioritisation, and release planning.

  • Facilitate discussion, decision making and conflict resolution within the team and with stakeholders external to the Scrum teams.

  • Maintain, track and communicate team artefacts (velocity, burn-down charts, boards, RAID).

  • Drive alignment on agile best practices, tools, templates, and standards across the organisation.

  • Champion continuous improvement initiatives across squads to enhance delivery velocity, quality, and predictability.

  • Promote servant leadership and empower teams to self‑organise and own delivery outcomes.

  • Develop agile understanding, capability and consistency up, down and across the organisation to drive adoption and improved deliver.

  • Provide coaching to Product Owners, delivery leads, and cross‑functional team members in agile practices and value-driven delivery.

  • Partner with Product Owners, Delivery Managers, and business stakeholders to ensure clear prioritisation and transparent communication.

Technical Capabilities

  • Advanced understanding and demonstrated ability to tailor and apply Agile methodologies, values, principles and procedures. 

  • Experience in other Agile practices: SAFe, Scaled Agile, XP, Kanban etc.

  • Substantial experience in leading multiple teams as a Scrum Master, Agile PM, Trainer or Coach in a software development environment.

  • Knowledge and significant experience of different leadership styles, facilitation techniques, situational awareness, conflict resolution, continual improvement, empowerment and increasing transparency.

  • Substantial experience in dealing with external service providers and vendors in a project environment.

  • Experience working in Banking, Financial Services or Financial Markets systems, standards, technologies, services and operations.

  • Experience in using specialist tools and software which enables or supports adoption of Agile practices.

  • Knowledge of numerous well documented patterns and techniques for filling in the intentional gaps left in the Scrum approach e.g. backlog tracking, burndown metrics, velocity, etc.

Qualifications

  • Desirable: Tertiary qualifications or equivalent industry experience.

  • Desirable: First and Second Level Scrum Master Certification (CSM & A-CSM OR PSM I & II)

  • Desirable: Large Sclae Framework specialist (SAFe or LeSS certified)

  • Certified Agile Leadership CAL1 and/or CAL2 is desirable
