We are seeking an exceptional Learning Specialist to join the Reserve Bank of Australia’s Future Hub Change team. You will play a pivotal role in driving our successful transformation in response to the RBA Review (http://rbareview.gov.au/final-report), as well as aspects of other external reviews.  In this role, you will lead the creation of a strategic learning strategy that focuses on embedding behavioural change and shifts in mindsets.  You will develop learning that enables sustainable change and supports the transformation agenda.

Working with the Head of Change, you will lead the design, development and delivery of training plans to support the transformation program.  You will initially be focused on uplifting the Bank’s risk management practices, including designing and implementing a range of training materials, workshops, e-learning modules and system support collateral.  The Program’s Risk Stream is implementing a three lines of accountability model for risk, introducing new risk management standards and strengthening risk governance across the Bank.  You will also provide learning support to the culture and leadership, and governance streams, ensuring an integrated approach to embedment across the Program.

Your Responsibilities

  • Develop a strategic learning strategy based on comprehensive learning needs analysis aligned with program outcomes and desired behavioural/cultural shifts

  • Co-develop capability uplift plans with change managers and stream leads to support the implementation of new systems, policies, and practices

  • Embed learning into broader change strategies to enable sustained behaviour and culture change

  • Align learning design and delivery with transformation objectives and strategic outcomes

  • Develop scalable and repeatable learning approaches across streams to reinforce enterprise capability uplift

  • Data-driven learning design and delivery, with a focus on measurable capability uplift and business impact

  • Design interactive digital courses using e-learning tools (e.g., Articulate, Adobe Captivate).

  • Facilitate workshops and deliver face to face training

  • Prepare materials to build awareness and understanding of new risk policies, frameworks and standards

  • Work collaboratively with all members of the program team to ensure the Bank is able to effectively meet its objectives under both reviews.

  • Evaluate program effectiveness through feedback and data analytics.

  • Stay ahead of e-learning trends to implement best practices in digital training.

Qualifications & Experience:

  • Bachelor’s or Master’s degree in Education, Instructional Design, or a related field.

  • Extensive experience leading the learning stream of transformation programs

  • Proven experience in e-learning course development and digital training management.

  • Significant experience delivering face to face training

  • Expertise in LMS platforms and e-learning authoring tools.

  • Strong communication, leadership, and project management skills.

  • Ability to analyse training effectiveness and optimize learning strategies.

  • Excellent writing and presentation skills

  • The ability to independently identify, analyse and solve problems using a logical, systematic and sequential approach

  • Experience and exposure to agile ways of working is highly desirable

You will report to the Future Hub Head of Change and will work closely with the Future Hub Stream Leads and Change team.  You will be part of an exciting program of work within a dynamic and evolving culture. We work within an Agile environment and you will have the opportunity to work across multiple streams to gain exposure to all parts of the Bank.
