About the team

The Clearing and Settlement (CS) Section is part of the RBA’s Payments Policy Department which is responsible for the RBA’s payments system policy, regulatory and oversight functions. We supervise entities that provide critical financial market infrastructure underpinning the majority of financial market transactions in Australia. In the event of a crisis at a domestic CS facility, we are responsible for the RBA’s response, up to and including resolution.

About the role

You will be responsible for leading the teams’ work to develop and operationalise the CS crisis management response framework. Your role could include:

  • Leading the formulation of crisis response plans for critical infrastructure

  • Leading preparation of high-quality papers to communicate crisis plans to the RBA’s leadership team, the Payments System Board

  • Leading the development of the RBA’s internal crisis response framework including appropriate communication and governance channels that may be relied upon in a crisis

  • Leading engagement with critical infrastructure to communicate crisis plans and identify gaps and weaknesses

  • Leading crisis engagement with other regulators within the CFR, including delivering messages on behalf of the RBA with authority

  • Overseeing and supporting high quality data analysis to identify key risk transmission channels that may arise in a crisis scenario

  • Contributing to an update of the RBA’s approach to CS supervision to modernise and reflect the RBA’s extended powers

  • Facilitating and supporting the team’s maintenance of up-to-date and relevant knowledge of key emerging risks that may impact the financial system

About you

To be successful you will ideally have:

  • A proven ability to lead a dynamic team and foster a cohesive culture that values open discussion and collegial debate

  • Effective organisational skills with a demonstrated ability to shift focus and reprioritise in a changing risk landscape

  • Strong verbal and written communication skills that help to effectively communicate issues related to crisis management to less technical stakeholders, such as through presentations and papers

  • A strong understanding of Australian financial markets, including equity and interest rate derivatives markets

  • Experience with post-trade/financial market infrastructures and regulation; or a relevant tertiary qualification in finance, risk, law or a related discipline

  • Excellent critical thinking skills to assess information and develop the tools and processes we need to respond effectively in a crisis

  • Data and technical analysis capabilities to identify and understand financial risks.

  • The ability to work collaboratively within a multi-disciplinary team and with other CFR agencies
