This is a unique opportunity to join the Reserve Bank of Australia to establish and lead a newly created Cyber Strategy & Planning team within the Bank’s Cyber security section. The role will lead the team that will provide oversight of enterprise security architecture direction, security guidance through policies, standards and reference architectures as well as management and monitoring of cyber defence portfolio to ensure investments, architecture decisions and initiatives deliver measurable cyber risk outcomes.

Your team will lead the development, and ongoing refresh and management of the Bank’s cyber strategy and sub-strategies ensuring effective alignment with enterprise security architecture, policies and standards and overall technology and business strategies. You will be instrumental in embedding structured strategic planning and performance reporting on Cyber tracking both business-as-usual and project initiatives ensuring the entire cyber defence portfolio is delivering on our strategic objectives and measurable cyber and business outcomes.

About the role

  • Lead and manage a team of Domain Security Architects to strengthen cyber strategy execution, security architecture governance and continuous improvement across the cyber function.
  • Shape and maintain the Bank’s enterprise cyber strategy and prioritised domains (e.g. identity, cloud, data protection, etc.) ensuring cyber capabilities are designed and embedded in products, platforms and services across business and technology domains. 
  • Oversee and report on the Bank’s cyber defence portfolio, driving disciplined prioritisation, sequencing and executive reporting to ensure investments delivers measurable benefits, risk reduction and controls uplift. 
  • Implement and operate structured planning cycles to enable performance monitoring and reporting mechanisms that track initiative delivery progress, cyber maturity uplift, control effectiveness and alignment to reference architecture and roadmaps.
  • Set enterprise-wide security architecture direction – including reference architectures, standards and principles – embedding Secure-by-Design and Zero Trust concepts, ensuring clear traceability from strategic intent to prioritised roadmaps and operational implementation. 
  • Collaborate closely across the wider Cyber security section with teams such as Cyber Risk & Compliance and Cyber Architecture & Consulting to provide security guidance across technology and business domains ensuring standards, patterns and reference architectures align with industry frameworks such as NIST CSF, ACSC Essential Eight and other regulatory expectations. 
  • Develop and provide input into Board and Executive Committee papers and reporting artefacts that clearly communicate strategy progress, cyber defence portfolio health, risk posture movements and return on cyber investment. 
  • Partner closely with Technology teams, Enterprise Project Management Office and strategic vendors to coordinate to ensure optimised investment and delivery of cyber security initiatives. 

About You

  • Proven trusted advisor with ability to influence senior stakeholders by translating complex cyber strategy and architecture concepts into clear, actionable insights for informed decision-making.
  • Extensive experience developing and delivering enterprise cyber strategy initiatives, including portfolio governance, executive reporting and benefits realisation reporting.
  • Excellent communication skills, with experience preparing management and executive papers, delivering clear briefings, and effectively engaging senior executive stakeholders to support informed decision-making.
  • Strong understanding of strategic planning, cyber performance measurement, as well as prioritisation frameworks to link investment decisions to measurable risk reduction and strategic value.
  • Demonstrated leadership in cyber risk and enterprise architecture within complex, regulated environments (financial services, critical infrastructure or large public sector preferred).
  • Proven experience in cyber project & portfolio management, agile methodologies, product ownership concepts, investment prioritisation and project delivery governance across a large enterprise.
  • Minimum five years’ experience in technology, cyber risk and architecture or related domains providing leadership in planning, design and delivery of complex solutions and capabilities.
  • Tertiary qualifications in a relevant field, such as a Bachelors’ degree or equivalent.
  • Professional Cyber certifications such as CISSP, SABSA, TOGAF, and GIAC certifications (e.g. GSTRT, GSLC, GCIL etc) are highly preferred.
  • Must be an Australian Citizen holding or be eligible for NV1 security clearance
