Business Continuity Specialist – Payments & Settlements

Reserve Bank of Australia | Sydney

The Reserve Bank of Australia is seeking an experienced Business Continuity specialist to work with relevant subject matter experts (SMEs) to strengthen the resilience of our Payments and Settlements operations, supporting financial system stability.

In this role, you will continuously improve our business impact arrangements, design and maintain business continuity and operational resilience arrangements for systemically important payment and settlement activities. You will lead testing and crisis exercises, advise during major incidents, and provide assurance to senior management on resilience capabilities.

Key responsibilities

Business continuity and operational resilience

  • Develop and maintain business impact assessments, business continuity plans and recovery strategies for the Payments Settlements (PS) department
  • Define and maintain critical business services, impact tolerances and recovery time objectives (RTOs)
  • Co-ordinate BCP testing, scenario exercises, and remediation activities
  • Assess test results, identify vulnerabilities, and track remediation actions to closure.
  • Maintain comprehensive, current, and auditable documentation of business continuity frameworks, plans, and controls.
  • Provide assurance to senior management and governance forums on the effectiveness of continuity arrangements.
  • Provide expert input into new initiatives, system changes, and third‑party arrangements to ensure continuity risks are appropriately addressed.
  • Support incident and crisis management.
  • Provide expert advice on operational resilience, regulatory expectations, and system changes.
  • Ensure alignment with RBA enterprise resilience frameworks and relevant regulatory standards (e.g. CPS 230, CPMI-IOSCO principles).
  • Engage with internal and external stakeholders across payments, risk, and technology
  • Embed operational resilience principles across people, processes, technology, third parties, and physical premises.
  • Support internal audit, external audit, and regulatory reviews relating to business continuity and resilience.

About you

  • 7+ years’ experience in business continuity, operational resilience, or risk management, preferably within financial services, payments, or critical infrastructure.
  • Strong understanding of payments, settlements, or financial market infrastructure
  • Familiarity with standards such as CPS 230, ISO 22301, or CPMI-IOSCO guidance
  • Excellent stakeholder engagement and written communication skills, with experience preparing materials for senior executives and boards
  • Strong stakeholder engagement skills, including influencing without formal authority
  • Ability to coach and uplift continuity capability across teams
