Job Description

An 80-year group, COBRA promotes its own efficient business model, the result of the combination of decentralization, geographical diversification and technical specialization of more than 20,000 professionals in more than 43 countries. In this way, it offers a wide range of services throughout the value chain of projects, adapted to each sector and to the scope of the contract required by our clients, both public and private.
Cobra is divided into four main sectors of activity, Networks, Specialised installations, integrated projects and concession assets.
ACEREZ, a partnership of ACCIONA, COBRA and Endeavour Energy, has been appointed preferred network operator by EnergyCo to design, build, finance, operate and maintain the Central-West Orana Renewable Energy Zone (REZ) transmission line network. The ACCIONA COBRA Joint Venture (ACJV) is the design and construction contractor for ACEREZ.
The Central-West Orana Transmission Project will provide new high-capacity transmission lines, energy hubs and supporting infrastructure to transfer power generated by solar and wind projects to electricity consumers. The new infrastructure is expected to be operational by 2028 and will initially unlock up to 4.5 gigawatts of new network capacity.
Location

The successful candidate will be required to attend the office Full Time Monday to Friday in the Sydney CBD.
About the Role

Our Central-West Orana project is currently seeking a dedicated Procurement Lead to share their expertise within the Procurement team. Responsible for the timely supply of materials and services for the ACJV and establishment, placement and management of appropriate contract arrangements with suppliers, to deliver the cost, schedule, quality and safety requirements of the business, through effective relationship and performance management, maximize value and minimize risk.

Key Responsibilities:

  • Collaborate closely with Procurement and Project Managers/Coordinators to develop the project's Procurement Plan and Execution Strategy, with a particular focus on strategic planning for critical packages and long lead items
  • Cultivate and maintain strategic partnerships with suppliers and subcontractors, utilizing a Value for Money approach to procurement
  • Responsible for the Procurement deliverables, defined in the Project Sustainability Plan to meet certain client targets and KPI’s of utilising local suppliers and other engagements
  • Manage the tender process, including the preparation and issuance of comprehensive tender documentation (invitation letters, scopes of work, drawings, specifications), ensuring clarity and completeness
  • Track and oversee the tender process, ensuring transparency, fairness, and adherence to organizational standards throughout all stages
  • Develop award proposals for presentation to the leadership team, including comprehensive commercial analyses and recommendations
  • Collaborate regularly with the Delivery Team to forecast procurement needs and schedules, ensuring timely procurement of materials and services
  • Overview the setup and management of on-site stores, ensuring efficient inventory control and compliance with procurement procedures
  • Liaise with the Cost Control Manager to maintain the ACEREZ asset register, ensuring accurate tracking of assets
  • Assist in compiling data for monthly procurement and project reporting, ensuring accurate and timely information dissemination.
  • Identify procurement-related risks and develop mitigation strategies, staying informed of changes in procurement best practices
  • Manages a small team responsible for sourcing & expediting materials, suppliers, services and subcontractors
  • Lead post-award meetings and negotiate terms with subcontractors and suppliers
  • Responsible for supplier / subcontractor pre commencement / clarification interviews
  • Responsible for release of supplier / subcontractor tender packages including tender price analysis
  • Ensure that suppliers and contractors meet the project requirements with approved quality, safety and environmental management systems
  • Closely monitor the progress of the program and key dates
  • Provides weekly and monthly reports on Procurement activities and actions plans for short term and long term
  • Risk analysis on procurement activities and prepare resources and action plans
  • Develop and maintain supplier lists by identifying and prequalifying potential suppliers and subcontractors, ensuring a diverse and reliable supplier base

Required Skills and Competencies

  • A relevant tertiary qualification is strongly preferred, though not essential
  • Proven experience in a similar Project Procurement Management role, preferably within the context of Electrical Major Infrastructure or Construction Projects
  • Demonstrated ability to effectively manage large procurement packages from conception through to implementation
  • Experience working on PPP - Electrical (Transmission line/Substation) projects
  • Sound knowledge of civil construction materials and services
  • Ability to work to deadlines and targets and can prioritise tasks under pressure
  • White card – previous site experience
  • Evidence of strategic thinking and the ability to align procurement activities with overarching business objectives
  • Strong commercial acumen, negotiation prowess, and exceptional interpersonal skills
