Key leadership role within the Line 2 Business Oversight team
Drive impactful IT and cyber, and data risk management practices

This role leads the Line 2 oversight of cyber, technology, and data risk across the Reserve Bank of Australia. It is responsible for providing independent review, challenge, and assurance over the Bank’s cyber, technology and data risk management practices, while also supporting uplift through advisory and engagement. The role is critical in ensuring the Bank’s resilience in a complex and evolving digital environment, and in meeting equivalent expectations of CPS 234 and CPS 230.
As a leader within the Line 2 Business Risk Oversight team, you will establish frameworks, standards, and tools that enable business ownership and management of two of the Bank’s material risks. You will influence the business to adhere to these frameworks and provide insight, review, and challenge regarding the effectiveness of business operations.
Your background and experience in a similar role will enable you to effectively handle complex issues and engage with a range of stakeholders, including senior leaders. Managing a small team and leveraging your technical expertise, you will support the Chief Information Officer and Chief Information Security Officer to further mature operational resilience practices. You will leverage the Line 2 assurance team to review the design and operation of the Bank’s risks and controls in accordance with the Bank’s risk management frameworks.
Responsibilities
Support the Chief Risk Officer and Chief Information Officer in progressively enhancing the Bank’s technology, cyber and data risk management practices.
Provide key insights (e.g., health of the key control environment, thematic review of incident concentration) to inform investment priorities. Engage regularly with the CIO, COO, and senior leaders to influence risk-aware decision-making and accountability.
Prepare an integrated assurance plan across the IT management practices in consultation with L1 (departments and supporting dedicated risk SMEs) and L3 (Audit).
Drive innovation in Line 2 processes and tools, leveraging the latest industry trends and technologies.
Produce high-quality reports with evaluations on IT risk management, including practical suggestions to remedy weaknesses and operational improvements with recommendations that consider costs, benefits, and risk appetite.
Provide independent oversight and challenge of Line 1 cyber, technology, and data risk management activities; including targeted reviews of the credibility of action plans designed to return risks within appetite and/or tolerance.
Lead the development and implementation of Line 2 assurance activities, including thematic reviews and deep dives.
Advise on the design and effectiveness of controls related to cyber security, IT operations, data governance, and third-party risk.
Monitor compliance with equivalent requirements of CPS 234 and contribute to uplift aligned with CPS 230.
Lead and develop a small team of risk professionals, fostering a collaborative and high-performing culture.
Experience
Proven experience in designing and implementing a Line 2 delivery and delivered risk oversight methodology, supporting tools, and templates.
Demonstrated experience as a subject matter expert in IT, information security, and cyber risk management, supporting the learning and development of business stakeholders.
Experienced people leader, driving quality outcomes and continuous improvement.
15+ years of experience in cyber, technology, or operational risk, with at least 3 years in a Line 2 or assurance role.
Qualifications: Relevant tertiary qualifications in economics, finance, risk, compliance, or a related discipline, or equivalent experience.
Your team Reporting to the Deputy Head Business Risk Oversight within the Risk Management team (Line 2), you will play a leading role in establishing effective Line 2 review, challenge, and insight across one of the Bank’s material risk classes. Establishing strategic and trusted relationships across the Bank is fundamental to the team’s success. The Risk Management team supports the consistent and effective application of the Bank's framework for managing risk and compliance obligations, both at the enterprise level and for individual business units across the Bank. It also advises on and implements the risk management framework governing the Bank’s operations in financial markets.
