The Senior Manager, Framework, Enterprise Risk is responsible for leading the development and implementation of enterprise-wide risk management and compliance frameworks, policies, and tools that support the Reserve Bank of Australia’s strategic objectives. This role plays a key part in uplifting the Bank’s risk maturity and embedding a strong, forward-looking accountable risk culture across the organisation.
Your background and experience in a similar role will enable you to effectively handle complex issues and engage with a range of stakeholders, including senior leaders. Managing a small team and leveraging your technical expertise, you will support departments and businesses to further mature operational risk and compliance management practices. You will leverage the Line 2 assurance team to review both the effectiveness of the Bank’s frameworks and the business’ adherence to those frameworks.
Responsibilities
Lead the design, implementation, and continuous improvement of the RBA’s enterprise risk management framework.
Provide strategic risk advice to senior executives and influence decision-making at the enterprise level and influence the RBA’s executive team to own and mature risk and compliance management practices.
Develop and maintain risk policies, tools, and methodologies that are practical, scalable, and aligned with best practice.
Drive risk culture initiatives and capability uplift across the Bank.
Support the preparation of high-quality risk insights and reports to executive and board-level committees.
Monitor emerging risks and regulatory developments to ensure the RBA’s risk practices remain contemporary and effective.
Design and maintain key elements of the RBA’s Risk Management framework including the risk and control taxonomy, risk appetite statement, and key risk indicators.
Enhance the Group’s extreme event scenario and stress testing framework.
Implement departmental self-assessments of risk management maturity and risk culture.
Develop and roll out a risk training strategy informed by a capability assessment tool and integrated learning needs analysis.
Drive innovation in risk management processes and tools, leveraging the latest industry trends and technologies.
Experience
Proven experience (15+ years) in enterprise risk management, ideally within financial services, central banking, or a regulatory environment, with a strong understanding of risk governance, frameworks, and regulatory expectations.
Influencing executives and department leaders to invest in and mature risk management practices.
Demonstrable ability to develop strategic and trusted relationships fundamental to the implementation and continuous improvement of the RBA’s risk and compliance management framework.
Demonstrated experience as a subject matter expert in the design, implementation, and embedment of operational risk and compliance frameworks, policies, standards, and tools.
Proven experience operationalising risk strategy into risk management framework, policies, and standards.
Experienced people leader, driving quality outcomes and continuous improvement.
Qualifications: Relevant tertiary qualifications in economics, finance, risk, compliance, or a related discipline, or equivalent experience.

Reporting to the Deputy Head Enterprise Risk within the Risk Management team (Line 2), you will play a leading role in establishing effective Line 2 review, challenge, and insight across the Bank’s material risk classes. Establishing strategic and trusted relationships across the Bank is fundamental to the team’s success. The Risk Management team supports the consistent and effective application of the Bank's framework for managing risk and compliance obligations, both at the enterprise level and for individual business units across the Bank. It also advises on and implements the risk management framework governing the Bank’s operations in financial markets.
