Are you ready to join Payments Settlements Department and play a pivotal role in transforming risk management at the Reserve Bank of Australia? We are seeking an experienced risk professional leader, to join us in a strategic Line 1 role, supporting the department to uplift risk culture and mature our risk management practices.

Payments Settlements Department is responsible for the operation of RITS, Australia’s real-time gross settlement system, which facilitates the daily movement of s around $280bn between financial institutions.  This system underpins the settlement of most non-cash payments in the country. The department is responsible for day to day operation of RITS, determines settlement arrangements, designs system enhancements and tests application development, as well as performing back office settlements for the RBA.

About the Role

Reporting directly to the Head of Department, this newly created role will head a team of dedicated first line risk professionals. This team supports the department’s management of material risks and ensures we stay ahead of an ever-evolving payment risk landscape.

Your Responsibilities

  • In liaison with Payments Settlements leadership team, develop and drive implementation of a strategy for risk transformation for the department.  

  • Grow a high performing team to provide risk subject matter expertise into the development and implementation of Payments Settlements’ strategy, business plan and investment, considering material and emerging risks.

  • Oversee the department’s compliance with legislative obligations and RBA policies.

  • Oversee issue and incident management reporting arrangements.

  • Coach and advise people leaders in the department to facilitate a strong risk culture, risk awareness and action-oriented ownership of risk throughout the department.

  • Provide senior risk expertise in the identification, assessment and management of risk and controls to support the achievement of business objectives.

  • Support the design and operation of business processes to ensure Payments Settlements meets its policy and operational objectives while effectively managing its risks.

  • Collaborate with business areas to enhance business resilience, including the ensuring the department has appropriate business continuity arrangements and regularly tests the relevant contingency plans.

  • Ensure business operations and risk management practices align to the RBA’s 3 Lines of Accountability model, risk management strategy, risk appetite and supporting frameworks, policies, standards and guidance.

  • Contribute to the RBA’s community of practice and share best practices to deepen understanding and drive consistency in risk management practices across the RBA.  

  • Work collaboratively with the RBA’s Enterprise Risk and Compliance Team (Line 2) and Internal Audit (Line 3) to provide integrated assurance to the Governance Board, Board Audit & Risk Committee and the Executive Risk Management Committee including preparation of relevant papers.

  • Develop reporting to the Head of Department on the department’s risk profile, controls framework and adequacy of its risk management.

Your Background

  • 15 years + experience in a Line 1 or Line 2 operational risk and compliance role, preferably within Financial Services.

  • Demonstrated ability to lead risk transformation within a central bank or other financial institution.

  • Demonstrated experience as a risk management subject matter expert, supporting the learning and development of business stakeholders.

  • Demonstrated ability in supporting a business to strengthen risk culture and risk management practices.

  • Demonstrated experience as a people leader, supporting the learning and development of a team of risk professionals.

  • Experience in designing, building and implementing risk and compliance frameworks

  • Understanding of RBA-wide (or similar organisation) risk and compliance management frameworks, policies and standards. 

  • Demonstrated negotiation and conflict resolution management skills.

  • Strong communication skills with the demonstrated ability to influence and engage diverse stakeholders at all levels.

Qualifications

  • Relevant tertiary qualifications in economics, finance, risk, compliance or related discipline, or equivalent experience.

Your Team

This role is with Payments Settlements Department, part of the Business Services Group. Business Services Group is responsible for the provision of banking and payments services to Australian Government agencies, the provision of payment settlement services to Australian financial system participants through the Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service, the conduct of Exchange Settlement Accounts and the production and issuance of Australian banknotes.
