Job Summary

The Development Manager (DM) is responsible for working closely with the Project Director in the successful delivery of both Build to Sell and Build to Rent projects.

The DM will oversee all project phases, from initial feasibility studies to construction and final handover. They will have accountability and responsibility for the management of external consultant teams undertaking planning, community engagement, design and approvals to facilitate future development, including financial control, and coordination of these projects.

This role will work closely with the Project Director on the management of the construction delivery of the development and with the assistance of the Construction Quality Assurance manager, enforce quality standards with the builder(s) engaged.

Primary Responsibilities

  • Project lifecycle management: Oversee the entire development process from project inception, planning, and design, through approvals, construction, and finally to sale or lease and handover.
  • Financial and budget oversight: Develop project budgets, perform financial feasibility studies, and ensure projects stay within budget.
  • Approvals and compliance: Manage the application and approval process for all necessary permits and zoning changes, ensuring compliance with all regulations and standards.
  • Stakeholder management: Build and maintain strong relationships with a wide range of stakeholders, including local and state government bodies, consultants, contractors, and investors.
  • Contractor and consultant management: Select and manage external consultants and contractors, including overseeing the tender process and contract negotiations.
  • Risk and issue management: Proactively identify and manage project risks and resolve issues that arise during the development process.
  • Market analysis: Monitor market conditions and prepare feasibility studies and due diligence reports to inform project viability.
  • Researching competitive products by identifying and evaluating product characteristics, market share, pricing, and advertising; maintaining research databases.
  • Report to the Executive Team and other stakeholders on progress on tasks, program and outcomes.
  • Identify and meet sustainability and environmental responsibilities relating to the tasks/role as specified in Barings environmental policies and practices directions.
  • Establish positive working relationships with colleagues both within and outside Barings to foster good relations, information networks and a positive profile for Barings activities.
  • Provide leadership, motivation and guidance to team members.
  • Comply with Barings procedures and probity requirements, anti-discrimination and Work Health and Safety legislation. Organise handover from Development Management team to Asset Management team and manage defects program.
  • Ensure effective communication lines are established and maintained with Project Team.
  • Demonstrate a collaborative and innovative approach and work with the Project Director and team to deliver high quality project outcomes.
  • Meet project milestones for specific development projects, deliver project outcomes to a high professional standard, and demonstrate value for money and agreed financial returns to the business.

Qualifications

  • Tertiary qualifications in architecture, engineering, planning, construction, property or related areas are required.
  • Minimum 5+ years’ experience in the residential property sector in a development or related field.
  • Demonstrated experience in and understanding of NSW Government and Local Government context, with high regard given to experience in planning, State legislation and policies.
  • Demonstrated ability to lead a multi-disciplinary team comprised of internal and external project management and consultancies to achieve project and business outcomes.
  • Ability to develop strategy, business cases, and contribute options to advance projects and ensure risks are minimised and economic benefits maximised.
  • Commercial and financial understanding, with experience of feasibility modelling, program and budget management systems.
  • Has a sound understanding of financial, programming, WHS, workplace and people risks in assessing risks to development projects.
  • Excellent oral and written communications skills.
  • Experience in stakeholder and community engagement.
  • An understanding of Government processes in particular planning systems and controls, inter-agency relationships, project planning and delivery.
