JOB PURPOSE.
Provides technical support to strengthen DMEAL quality assurance, measurement, and continuous improvement across sponsorship-funded, grant-funded, and privately funded programming. The role helps translate the WVI Global Strategy for Child Results and the Child Sponsorship Model and broader programme quality expectations into practical DMEAL standards, guidance, tools, and review processes for field application. Working across Global Centre, Regional Offices, Field Offices, and Support Offices, the position supports stronger evidence use, reporting consistency, data-informed adaptation, and simplified, fit-for-purpose DMEAL processes and guidance that improve programme quality and accountability to donors, partners, sponsors, and communities.
KEY RESPONSIBILITES
- Support the development, refinement, simplification, and rollout of practical DMEAL standards, tools, guidance, and quality assurance processes for sponsorship-funded programming, ensuring Future Ready Sponsorship and Child Results / OP3 are translated into clear operational expectations for field teams.
- Provide technical input and coordination to strengthen quality assurance across programme assessment, design, planning, implementation, monitoring, review, and adaptation processes for Field Offices. This includes stronger evidence use, results logic, indicator application, and alignment with Adaptive Programming Approaches.
- Support cross-funding-stream DMEAL quality assurance by contributing to alignment across sponsorship-funded, grant-funded, and privately funded programming, including evidence standards, results logic, measurement approaches, reporting consistency, and donor accountability expectations.
- Support the monitoring of how global DMEAL guidance, tools, and review processes are applied in practice; identify systemic quality gaps, usability issues, priority support needs, and opportunities to reduce complexity through simplification, standardization, and process improvement.
- Capture, synthesize, and disseminate learning from quality assurance reviews, implementation experience, data trends, and cross-portfolio practice to inform programme adaptation, guidance updates, organizational learning, and donor positioning.
- Provide targeted technical assistance, facilitation, thought partnership, and capacity strengthening to Regional, Field Office, and Support Office teams, and contribute to relevant communities of practice and cross-functional working groups.
REQUIRED EDUCATION, TRAINING, LICENSE, REGISTRATION, AND/OR CERTIFICATION.
- Master’s degree preferred in international development, monitoring and evaluation, public policy, social sciences, or a related field. Bachelor’s degree with significant relevant experience may be accepted.
REQUIRED PROFESSIONAL EXPERIENCE.
At least 7–10 years of progressively responsible experience in DMEAL, programme quality, or technical advisory roles in international development and/or humanitarian contexts.
Demonstrated experience in:
- Strengthening DMEAL systems, frameworks, standards, tools, and guidance across programme cycles
- Supporting quality assurance, programme review, design support, results-based management, and continuous improvement processes
- Translating strategic direction into practical, field-applicable guidance, tools, and review processes
- Supporting multi-sector programmes and working across global, regional, and field structures
- Applying measurement and quality assurance approaches across sponsorship-funded, grant-funded, and privately funded programming
- Strengthening evidence standards, reporting consistency, and use of data for decision-making and programme adaptation
- Facilitating technical processes, consultations, and cross-functional collaboration with diverse stakeholders
- Simplifying tools and processes to improve usability, consistency, and field application
- Producing high-quality written products, synthesis, and technical guidance for varied audiences
- Engaging senior stakeholders while maintaining strong technical depth and practical orientation
LANGUAGE REQUIREMENTS:
- Fluency in English required; French or Spanish preferred.
TRAVEL AND/OR WORK ENVIRONMENT:
- Willingness to travel internationally up to 20% of the time, including to fragile contexts.
PREFERRED EXPERIENCE, KNOWLEDGE AND/OR OTHER QUALIFICATIONS.
- Familiarity with World Vision’s programme quality, DMEAL, sponsorship, grant management, and adaptive programming approach.
- Experience supporting the development or refinement of frameworks, guidance, tools, or review processes related to programme assessment, design, measurement, quality assurance, or adaptation
- Knowledge of results frameworks, theory of change, indicator selection and application, evidence standards, and data use for programme improvement
- Experience working across both sponsorship-funded and grant-funded programming environments
- Ability to balance standardization with contextual flexibility across varied operational contexts
- Strong facilitation, process improvement, writing, synthesis, stakeholder coordination, and data literacy skills
- Experience contributing to organizational learning, communities of practice, or cross-functional improvement initiatives
