As a Lead Technical Program Manager in Markets Technology, you will lead the end-to-end delivery of complex, cross-functional programs that support front-to-back Markets capabilities (including Post-Trade). You’ll own program planning, solution design, dependency and risk management, financial/resource tracking, and executive-level communication to ensure outcomes are delivered on time, with the right quality and operational resilience. With advanced stakeholder management abilities, you will foster productive working relationships and influence decision-making to achieve mutually beneficial outcomes. As a subject matter expert, you will contribute to the development of operational plans and risk management strategies, ensuring the highest quality and professionalism in delivery.

Job responsibilities

  • Own integrated program plans (scope, technical requirements, milestones, dependencies, resources) and drive execution through delivery.
  • Proactively manage risks and issues (RAID), implement mitigation/contingency plans, and surface trade-offs with clear recommendations.
  • Partner with Engineering, Product, Operations, and business stakeholders to define outcomes, success metrics, and delivery milestones.
  • Track delivery health using data (throughput, predictability, quality, operational metrics) and drive continuous improvement.
  • Champion effective delivery practices (Agile/Lean where appropriate) and foster a culture of learning, transparency, and accountability.
  • Uses enterprise-authorized AI capabilities within the work environment to accelerate program planning and risk synthesis (e.g., consolidating inputs into integrated plans, RAID, and executive-ready updates), validating outputs and handling data according to sensitivity requirements.
  • Promotes reuse-first, AI-assisted practices for program governance and reporting, ensuring human review and alignment to delivery standards.

Required qualifications, capabilities, and skills

  • 5+ years or equivalent expertise in delivering complex technology programs in large, matrixed organizations.
  • Bachelor’s Degree in Computer Science, Cybersecurity, Data Science, or related disciplines
  • Demonstrated ability to influence senior stakeholders and align cross-functional teams on priorities, scope, and trade-offs.
  • Technical fluency to partner with engineers and vendors (e.g., platform/services, integration, release management), and to manage vendor relationships and delivery dependencies.
  • Comfortable operating hands-on in a fast-paced, high-stakes environment with changing priorities.
  • Strong analytical/problem-solving skills; ability to break down ambiguous objectives into executable plans.
  • Demonstrated experience using enterprise-authorized AI capabilities within the work environment to support program management workflows with strong validation habits and awareness of data sensitivity.
  • Ability to review and validate AI-assisted plans, risks, and recommendations before use, escalating when uncertain and following data handling expectations.

Preferred qualifications, capabilities, and skills

  • Experience delivering AI/agent-based workflows to production, including operational and risk considerations.
  • Experience building and leading global, cross-region teams.
  • Experience in Markets and/or Post-Trade domains.
  • Familiarity with applications or infrastructure in a large-scale technology environment
