Role Title: Operational Airworthiness Support Officer

Role Description: Directorate of Operational Airworthiness (DOPAW) is seeking Program Support services (the Services) to support the Operational Airworthiness (OPAW) aspects of Army’s Apache Attack Helicopter

In support of the successful delivery of the Project, there is a requirement to obtain specialist Operational Airworthiness services to undertake the planning, assessment and system delivery. The Operational Airworthiness services will support AVNCOMD through the acquisition phase and capability realisation activities

As required by the Commonwealth Representative, the following support services are required: 

a. Provide subject matter expert advice on OPAW within the context of the Defence Aviation Safety Framework. 

b. Develop risk management plans utilising Army’s risk management tools in accordance with Defence Aviation Safety Framework policy and advice, and Army MAO policy, to support Commander’s acceptance and understanding of aviation risk.

c. Develop/assist the establishment and maintenance of an AH-64E Military Air Operator (MAO) OPAW Operational Authorisations Plan supporting introduction into service Airworthiness activities

d. Regularly consult with the technical, operational standards and capability management representatives in order to support the development of risk management plans and implementation of controls.

e. Assist in the development of policy relating to Army’s Flying Management System, Operational flying safety and the management of risk, including, but not limited to:

Army Special Flying Instructions 
Army Aviation Standing Instructions

f.  Develop, review, progress and provide SME advice supporting AH-64E Defence Aviation Safety Regulation (DASR) approvals and instruments, including:

Military Air Operator (MAO) Operational Specifications (OPSPEC) and Compliance Statement (OCS)
DASR ORO.40 Aviation Life Support Equipment, ORO.65 Electronic Equipment and ORO.75 Role Equipment
Military Permits to Fly

Command Clearances

Airworthiness Issue Papers (AwIP) and Military Certification Review Items

g.    Participate and provide subject matter expert advice at meetings such as System Safety Working Groups, Configuration Control   Boards, Integrated Project Team Meetings, Project Governance Boards, Army Aviation Safety Program Conferences, Airworthiness Boards, and other relevant working groups supporting review of the system’s Airworthiness or capability management.

Requirements: The applicant must have experience in:

•           Updating Defence orders, instructions and procedures to support the introduction of a Defence capability.
•           Develop risk management plans to support Commanders acceptance and understanding of aviation risk.
•           Supporting or improving an aviation safety management system.
•           Defence Aviation Safety Regulations and application within the Operational and/or Technical Airworthiness contexts.

Demonstrate behaviours to manage and control sensitive information.
Demonstrate behaviours to cultivate productive working relationships.

It is desirable if the applicant has experience in:

•                     Working within the Australian Army Aviation capability. 
•                     Experience in OPAW
•                     Experience in the introduction of a new aviation system

Required Security Clearance Level: Minimum of NV1

Location: Canberra preferred; other locations considered

Weekly Hours: 40

Travel: some domestic travel is likely
