About the Role

Telstra continues to strengthen network‑level prevention capabilities in response to rising customer harm, expanding network scale, and increased regulatory scrutiny. Within Converged Core Engineering, protection is no longer a peripheral activity; it is a business‑critical network capability that must operate at scale, by default, and with high confidence. This role sits at the intersection of network engineering, software platforms, cloud infrastructure, and commercial decision‑making. It owns the Packet Core Multi Mediation (PMM), Telstra Multi Mediation (TMM), Equipment Identity Register (EIR) and Calltrack capabilities and applications supporting complex voice, scam and threat problems into scalable, reliable and defensible network capabilities embedded directly within Telstra’s core and wireless networks. The role is designed as the successor to the Numbat PO / Scam Lead / CTL role, with clear headroom to grow into broader domain or portfolio leadership over time. 

Focus of the Role

The Product Owner – Core Network Enablement owns the end‑to‑end product outcomes for network‑embedded (PMM, TMM, EIR and Call track) operations, fraud and scam prevention and strategic capabilities across core and wireless environments. The role ensures that protection capabilities are engineered into the network, not layered on top, balancing customer protection, network resilience, regulatory obligations and commercial outcomes. The Product Owner acts as the single point of accountability for vision, prioritisation, delivery and operational outcomes, partnering closely with network engineering, cyber security, data, legal, compliance and commercial stakeholders.

What You’ll Do

Network‑Level Customer Protection 

  • Ensures scam and fraud prevention capabilities are built directly into core and wireless network flows. 
  • Reduces customer exposure through proactive detection, blocking and automated controls. 
  • Protects Telstra’s brand trust by preventing harm rather than reacting after impact. 

Scalable & Sustainable Engineering Outcomes 

  • Shapes solutions that scale with network growth, traffic volumes and automation. 
  • Avoids bespoke, manual or brittle controls that do not survive scale or regulatory scrutiny. 
  • Ensures platforms are reliable, observable and operable in always‑on environments. 

Confident Executive & Regulatory Decision‑Making 

  • Establishes clear product outcomes, KPIs and evidence for senior leadership. 
  • Ensures scam platforms are auditable, defensible and regulator‑ready. 
  • Supports informed trade‑offs between risk reduction, investment and operational cost. 

Key Accountabilities 

1. Product Strategy & Ownership 

  • Own the product vision, roadmap and outcomes for network‑embedded protection capabilities. 
  • Translate fraud and threat problems into clear product intent and prioritised backlogs. 
  • Define success measures aligned to customer protection, network risk and commercial impact. 

2. Network & Wireless Engineering Leadership 

  • Operate credibly across core and wireless domains (e.g. MM, TMM, EIR, Calltrack). 
  • Partner with NUMBAT and Messaging POs to align E2E strategic solutions 
  • Partner with engineers to shape architecture, scale limits, resilience and failure modes. 
  • Ensure prioritisation reflects real network behaviour and operational constraints. 

3. Software & Cloud Platform Enablement 

  • Own platforms built on software‑defined and cloud‑based infrastructure. 
  • Ensure solutions meet requirements for scalability, resilience, latency and automation. 
  • Balance speed of delivery with long‑term sustainability and cost control. 

4. Engineering Problem Solving 

  • Decompose complex vectors into practical, staged engineering solutions. 
  • Drive outcomes using evidence, metrics and observability rather than opinion. 
  • Prevent over‑engineering while maintaining defensibility and safety at scale. 

5. Cross‑Functional Leadership & Influence 

  • Align engineering, cyber, data, legal, compliance and commercial stakeholders. 
  • Lead without direct authority through clarity of intent, prioritisation and credibility. 
  • Communicate complex technical issues in plain, executive‑ready language. 

6. Risk & Commercial Acumen 

  • Maintain strong understanding of network calling patterns, threat evolution and regulatory expectations. 
  • Balance customer protection with network cost, delivery effort and commercial outcomes. 
  • Shape work that delivers meaningful risk reduction and long‑term value for Telstra. 

About You

Product & Strategy 

  • Demonstrated experience owning end‑to‑end technical products in complex environments. 
  • Strong ability to define outcomes, roadmaps, KPIs and value measures. 

Network & Engineering Background 

  • Solid foundation in network engineering, preferably across wireless and core domains. 
  • Ability to engage deeply on architectural and operational trade‑offs. 

Software & Cloud Platforms 

  • Software development experience and good programming languages knowledge (preferably Rust) 
  • Experience in managing cloud infrastructure 
  • Good automation tools knowledge 
  • Understanding reliability, scalability, security, and operational readiness. 

Leadership & Collaboration 

  • Strong people skills with the ability to influence across diverse technical disciplines. 
  • Proven capability operating in high‑scrutiny, high‑impact environments. 

Commercial & Risk Awareness 

  • Evidence of commercial thinking and comfort balancing cost, risk and investment. 
  • Familiarity with regulated environments and defensible decision‑making.
