About the Role

We are looking for a hands-on and strategic Regional Learning & Development Lead to own and drive the end-to-end L&D agenda for CHAGEE APAC. This role will design and execute a scalable learning framework aligned with business strategy, support rapid regional expansion, and strengthen leadership, functional capability, and culture across countries.

The role requires strong business acumen, learning design capability, stakeholder management, and execution excellence, with the ability to independently lead complex L&D initiatives from diagnosis to delivery.

Key Responsibilities

Regional L&D Strategy & Framework

  • Design and build a regional L&D framework and roadmap aligned with CHAGEE’s APAC business strategy, growth stages, and organizational priorities.

  • Define learning architecture covering leadership development, functional capability, frontline/store training, and culture programs.

  • Establish clear learning principles, standards, and governance to support consistency and scalability across countries.

Business Needs Diagnosis & Learning Solutions

  • Partner closely with regional and country business leaders to diagnose capability gaps and performance issues.

  • Translate business and organizational needs into practical, effective learning solutions, including workshops, blended programs, on-the-job learning, and digital learning.

  • Ensure learning solutions are outcome-driven, measurable, and tied to business impact.

End-to-End Program Ownership & Delivery

  • Independently lead L&D projects end to end, including:

  • Needs analysis and stakeholder interviews

  • Program and curriculum design

  • Learning content development

  • Workshop facilitation, training delivery, and train-the-trainer models

  • Program rollout, evaluation, and continuous improvement

  • Design and deliver workshops, learning programs, and leadership interventions for regional, country, and store-level audiences.

Vendor & External Resource Management

  • Identify, evaluate, and manage external vendors, consultants, and learning partners to complement internal capabilities.

  • Lead vendor selection, program customization, quality control, and cost management.

  • Effectively integrate external best practices and resources into CHAGEE’s internal learning ecosystem.

Culture & Values Learning

  • Partner with the Culture / Employer Branding / HR teams to design and develop culture, values, and mindset learning programs.

  • Translate CHAGEE’s culture and values into practical, engaging learning experiences that can be delivered consistently across countries and stores.

  • Support culture embedding during key moments such as onboarding, leadership programs, and large-scale business expansion.

Core Capability Building – UO & MKT

  • Design and build core capability frameworks for User Operations (UO) and Marketing (MKT) at the APAC level, clearly defining capability standards across different roles and levels.

  • Develop structured learning journeys for UO and MKT teams, including foundational, advanced, and leadership-level capability programs.

  • Partner closely with UO and MKT leaders to co-create content that reflects real business scenarios, best practices, and regional market needs.

Regional Collaboration & Capability Building

  • Work closely with country HR and business teams to ensure learning programs are localized while maintaining regional consistency.

  • Build learning capability within countries through frameworks, toolkits, and coaching.

  • Act as a trusted advisor to regional and country stakeholders on people and capability development topics.

Requirements

  • Bachelor’s degree or above in HR, Organizational Development, Psychology, Education, or related fields.

  • 10+years of experience in Learning & Development, Talent Development, or Organizational Development, with regional or multi-country experience preferred.

  • Strong ability to link business strategy with learning design and execution.

  • Proven experience in independently designing and delivering leadership, functional, or frontline learning programs.

  • Excellent project management, facilitation, communication, and stakeholder management skills.

  • Experience working with external vendors and managing complex learning projects.

  • Comfortable operating in a fast-paced, high-growth, and ambiguous environment.

  • Fluent in English; Mandarin is a strong advantage to facilitate regional collaboration.
