The Payments Policy Department is looking for a Senior Analyst in the Clearing and Settlement Section to help deliver a new resolution and crisis response framework.

About the business/role/team

Payments Policy is responsible for helping the RBA meet its objectives of promoting the stability, efficiency and competitiveness of the payments system. The Clearing and Settlement Section is tasked with ensuring that the infrastructure supporting the clearing and settlement of transactions in financial markets is operated in a way that promotes financial stability. Clearing and settlement facilities play a critical role in Australia’s financial system.  A crisis affecting one of these facilities has the potential to pose significant systemic risk. In these roles/this role, you will help to fulfill the RBA’s new responsibility to prepare for the management or resolution of a crisis at a clearing and settlement facility.

About the role

You will be part of a multi-disciplinary team of professionals developing the tools and processes required to support and resolve a distressed clearing and settlement facility.  You will work with the team to develop strategies to protect financial system stability and be responsible for building the RBA’s crisis management toolkit to effectively execute those strategies.  These roles provide the opportunity to shape the RBA’s approach to crisis management in a new and rapidly evolving area where global best practice is still emerging.  Day-to-day activities include:

  • Contributing to and testing crisis management plans for critical infrastructures
  • Contributing to work to develop robust and legally sound processes and arrangements to deploy crisis management powers
  • Collaborating closely with other parts of the clearing and settlement section including supervisors of critical infrastructure and subject matter experts
  • Engaging with stakeholders including other domestic regulators and critical infrastructures
  • Collaborating widely within the RBA including engaging with other areas working on crisis readiness
  • Working with RBA executives and the Payments System Board
  • Contributing to international policy development in relation to FMI resolution and crisis readiness

About you

We are looking for a passionate individual with experience in markets, financial market infrastructures, regulatory practice and/or crisis management to join the team.  

To be successful in one of these important strategic roles, you will be

  • Familiar with Australian financial markets including critical infrastructure; and/or
  • Familiar with the development and application of crisis management or resolution frameworks;
  • ready to embrace the RBA’s “open and dynamic” cultural ambition and to thrive through a time of accelerated innovation;
  • an excellent written and personal communicator with strong presentation skills and the ability to manage and coordinate a wide range of stakeholders;
  • a team player who will contribute to a committed and collaborative department;

  • ideally tertiary qualified and experienced in one or more relevant areas such as economics, financial services, markets, law, regulation and public policy.
