Senior PMO Manager - Portfolio Delivery

About the business

The RBA’s Banking Department (BK) provides a range of banking services to Australian Government departments, agencies, overseas central banks and official institutions (customers). These services broadly comprise two activities: managing the government’s core accounts and transactional banking. BK provide customers access to high-quality, cost-effective and secure systems to collect, pay and manage government funds. This, in turn, supports the Commonwealth to serve the Australian people.

BK comprises Service Delivery (operations), Product, Risk and Change Delivery functions. This role leads the Change Delivery function owning the governance, frameworks and delivery for key customer orientated change.

About the role

You will lead a multidisciplinary team and work closely with senior stakeholders across the RBA, customers and industry to achieve outcomes that strengthen Australia’s financial infrastructure.

About you

We are seeking an experienced senior PMO or Program Manager who is a passionate and inclusive leader with:

  • Proven leadership experience guiding project teams, agile delivery squads and technical experts, including through periods of change.

  • Strategic agility and analytical depth to navigate a complex and evolving banking and payments landscape.

  • Outstanding people leadership, high emotional intelligence and a commitment to inclusive, team-based work.

Key Responsibilities

  • Own the delivery of a portfolio of regulatory and strategic programs, ensuring alignment with customer, RBA and regulatory/compliance priorities.

  • Define and maintain a multi-year delivery roadmap, balancing customer, strategic, regulatory and industry deadlines.

  • Establish and maintain robust, fit for purpose, governance frameworks for portfolio and program delivery.

  • Provide transparent, decision-ready reporting on status, risks, assumptions, dependencies, and financial performance to executive leadership.

  • Lead and develop a diverse team of project managers, business analysts, testers, agile and implementation specialists.

  • Drive execution excellence across all activities, ensuring benefits realisation and risk mitigation.

  • Foster a culture of collaboration, accountability, and continuous improvement.

  • Build and maintain strong relationships with internal and external stakeholders, including customers, regulators, industry bodies and vendors.

  • Be a trusted advisor on delivery strategies, regulatory/industry changes and impacts.

  • Proactively identify and manage portfolio level risks, assumptions, issues, and dependencies.

  • Ensure adherence to regulatory and industry requirements along with enterprise risk frameworks.

  • Manage portfolio-level budgets and financial performance, ensuring cost optimisation and value-for-money outcomes.

  • Oversee resource planning and allocation across multiple programs and teams.

Technical & Professional Expertise

  • Proven experience delivering complex customer, regulatory and strategic programs within financial services or government sectors.

  • Strong knowledge and practical application of program and portfolio management methodologies and governance frameworks.

  • Advanced stakeholder management skills, including experience engaging with customers, regulators and senior executives.

  • Expertise in risk management and compliance within critical infrastructure or banking environments.

  • Demonstrated ability to lead large, multidisciplinary teams.

  • Excellent verbal and written communication skills

Qualifications

  • Relevant tertiary qualifications or equivalent experience.

  • Relevant certifications (e.g., PMP, MSP, Agile) highly desirable.
