The Game Changers:

Australian Payments Plus (AP+) is here to shape the future of payments for Australia. We aim to deliver more innovation to Australia’s payments ecosystem, for the collective benefit of Australian businesses, government and consumers.

Our solutions include Australia’s domestic debit network, real-time, data rich payments infrastructure, secure bill payments, digital identity verification, QR payments and experiences and open wallet solutions. It’s a new chapter with more possibilities.

The Purpose

This is not a traditional technology delivery role.

The Program Manager will lead a complex enterprise transformation spanning governance, risk, operational resilience, controls, assurance and organisational change. Working across senior leadership, risk, compliance, audit, operations and technology teams, the role will ensure uplift initiatives are coordinated, prioritised, evidenced and embedded in line with regulator expectations and AP+'s strategic objectives.

The role is responsible for leading and coordinating a portfolio of related initiatives to deliver strategic outcomes, ensuring effective governance, stakeholder alignment, risk management and benefits realisation across a complex organisational environment.

About the Program:
This initiative provides the coordination, assurance and delivery oversight required to drive enterprise-wide uplift activities, manage dependencies and demonstrate progress against regulatory and organisational outcomes. It is focused on embedding sustainable governance, accountability, risk management, control and resilience capabilities across the organisation.

Key Outcomes the Role Owns:

  • Lead the end-to-end delivery of the Keystone Program and associated uplift initiatives.
  • Establish and maintain governance, reporting and assurance frameworks that provide clear visibility to senior leaders and key stakeholders.
  • Coordinate complex, interdependent workstreams across governance, risk, compliance, operational resilience, controls, technology and business teams.
  • Manage programme plans, schedules, dependencies, RAIDD items and reporting to support effective delivery and timely decision-making.
  • Drive the identification, measurement and realisation of programme benefits aligned to AP+'s strategic objectives and PFMI obligations.
  • Partner with senior leaders and key stakeholders to ensure uplift initiatives are successfully embedded and sustainable.
  • Manage programme budgets, forecasts, resources and delivery plans, providing accurate reporting and insights.
  • Prepare programme reporting, presentations and materials for governance forums, steering committees and executive stakeholders.
  • Champion programme management standards and practices, supporting continuous improvement across delivery and governance frameworks.
  • Proactively manage programme risks, issues and dependencies, ensuring effective mitigation and escalation where required.

You'll likely be a strong fit for this role if:

  • Demonstrated experience leading large-scale enterprise transformation, governance uplift, risk, regulatory or operational resilience initiatives within complex organisations.
  • Relevant tertiary qualification and/or equivalent professional experience in programme, project or business transformation delivery.
  • Strong experience establishing programme governance, reporting and assurance frameworks across multiple workstreams and stakeholder groups.
  • Proven ability to manage programme-level risks, issues, dependencies and competing priorities in highly regulated environments.
  • Experience engaging and influencing senior executives, governance forums, risk and compliance functions and cross-functional business stakeholders.
  • Strong understanding of programme delivery disciplines including benefits management, planning, budgeting, forecasting and performance reporting.
  • Exceptional written and verbal communication skills, with the ability to synthesise complex information into clear and actionable insights.
  • Experience within financial services, payments, regulated infrastructure, risk, governance or operational resilience environments will be highly regarded.
  • A collaborative and pragmatic approach, with the ability to build alignment, drive accountability and deliver outcomes through influence.
  • Programme or project management certification such as MSP, PRINCE2, PMP or equivalent is highly regarded.
