The Payments Settlements (PS) department is seeking an experienced Senior Business Analyst to join a dynamic team responsible for delivering security initiatives and major projects that maintain and enhance Australia’s critical payment systems including the Reserve Bank Information and Transfer System (RITS), the Fast Settlement Service (FSS), and SWIFT systems used for interbank payments. In this role, you will act as a key liaison between business stakeholders, technology teams, and cyber security functions to elicit, analyse, communicate, and validate requirements for changes that strengthen the security and resilience of PS systems. The successful candidate will work closely with security architects, technology development team, risk teams, project managers, and business stakeholders to deliver secure and resilient solutions.

Your role

  • Develop detailed business requirements and functional specifications for the new business initiatives and improvements for RITS and other critical systems operated by PS.
  • Facilitate workshops, interviews, and stakeholder meetings to understand business needs and security objectives.
  • Translate security and regulatory requirements into actionable business and technical requirements.
  • Collaborate with business and IT stakeholders to develop and maintain business requirement documents (BRDs), functional specifications, user stories, process maps, and use cases and act as a liaison between business, IT, and infrastructure teams to align solutions with business goals
  • Support the delivery of cyber security projects, programs & other initiatives impacting PS systems
  • Work with Security, Risk, and Compliance teams to address security vulnerabilities and deliver various initiatives to uplift security of PS systems and ensuring compliance with regulatory, security, and technology assurance frameworks.
  • Identify opportunities to enhance security maturity, efficiency, and resilience.
  • Support compliance and assessment activities related to ISO 27001, SWIFT CSP, NPPA Security Standards etc.
  • Communicate complex technology and cyber security concepts in business-friendly language to senior stakeholders, manage their expectations and facilitate decision-making
  • Maintain requirements traceability matrix, conduct risk assessments, and manage impact on business processes.
  • Create and maintain confluence pages, Jira user stories, acceptance criteria, and backlog refinement for the initiatives/ projects assigned.
  • Lead end-to-end business analysis activities across multiple initiatives/ projects.
  • Assist with project documentation, administration, and governance

Your team

The Security and Resilience Analysis (SRA) team is part of the Payments Settlements Business Delivery section. We work collaboratively with stakeholders to deliver projects that strengthen and enhance Australia’s payments system. Our team leads the planning, management, and implementation of security and resilience initiatives across the department, including the SWIFT Customer Security Programme attestation. Safe, secure and reliable settlement systems are integral to the smooth functioning of the Australian economy, and projects relating to these systems are a critical aspect of the RBA’s work.

Your background and experience

Essential

  • 7+ years of Business Analysis experience with 2+ years working in Cyber Security, technology risk, IT infrastructure or related domains
  • Strong understanding of cyber security principles, frameworks, and controls required for the development and operation of critical systems will be beneficial though not mandatory.
  • Excellent analytical skills, written & verbal communication, and stakeholder engagement capabilities with excellent negotiation skills.
  • Skilled in creating clear and impactful presentations for workshops, training, and create impactful technical/business documentation.
  • Ability to learn quickly in unfamiliar and complex environments with keen interest in understanding new technologies, business processes and solving problems.
  • Strong experience in Requirements Management, with the ability to independently manage BA activities and deliverables
  • Capability to produce project artefacts such as business cases, project plans, RACI matrices, status reporting, managing project risk and issues, and exposure to procurement processes.

Desirable

  • Experience in financial services, banking, payments, or critical infrastructure environments.
  • Familiarity with security technologies or initiatives such as SIEM, IAM, PAM, DLP, MFA and vulnerability management.
  • Experience with SWIFT CSP, cyber resilience, or security regulatory programs.
  • Professional certification in business analysis (e.g. IIBA CBAP, CCA) would be highly regarded.
